This is a Campanula or Harebell, also known as the 'bluebell of Scotland' and it blooms between July and September. It is often confused with the bluebells of England which bloom earlier, April to May. Most wildflower seed catalogs offer seeds and bulbs for the various blue bell flowers and they will grow nearly anywhere.
I should probably point out that it is a late summer bloomer in Great Britain. In the USA, the farther south you live, the earlier this flower will bloom.

Leo - the description link just below the photo would tell you that it was taken in Konstanz, south Germany. As for the species, sorry...ATPM offers the photos for personal aesthetic use and does not claim to be a source for scientific data about flora.
